The possibility of a Japanese peace conference this year was strengthened today by reports that the Commonwealth Consultative Committee has made substantial progress dur- ing its treaty deliberations in the past week.
The eight Commonwealth delegations were said to have agreed that; 1. An early conclusion of a treaty with Japan is highly desirable. 2. There should be, no hates or punitive conditions to the peace treaty,

In matters of procedure all channols should be left open for Russian and Chinese participation in the final conference, failing which non- Communist members of the Far Eastern Commission plus Coylon, Indo- nesia and possibly French-sponsored Vietnam should proceed with a soparate treaty.
