BELGRADE FOR PACT

'Milan, April 8. ́.

The Italian Foreign Minister, Count Carlo Sforza,

today appealed to Marshal Tito to bury the hatchet with Italy and negotiate an all-em- bracing pact which would not affect Yugos- lavia's Independence of both Russia and America,

He warned the Yugoslav Government not to ex-

clude the possibility that Russia, might join. Britain, France and America in declaring that the whole of the Free Territory should .be returned to Italy, and offered to open

negotiations on the following:

(1) The future of the Trieste, must start Free Territory, lying on the Adriatic coast between the two countries.

(2) A broad economic pact. "We are ready for the most audacious initiative in this field,” he declared.

While Count Sforza was speak- ing at a meeting in Milan of the Institute of International Studles thousands of citizens in Trieste were signing a petition asking for United Nations help to prevent a Yugoslav coup in the Free Terri- tory.

The petition claimed that the elections to be held in the Yugos- lav zone on April 10 would be staged as a plebiscite in favour of annexation to Yugoslavia.
