Lake Success, March 8... The United Nations Secretary-General, Mr. Trygvo Lie, today made public a memorandum in which he suggested giving China's seats in the United Nations to the Government actually ruling the bulk of the 460,000,000 Chinese people. ini
Nationalist Chinese delegates interpreted Mr. Lie's memorandum as an ef- fort to get them kicked out of the UN and seat the Chinese Com- munists in their places.
..It is generally agreed here that any settlement along the lines proposed by Mr. Lie would lead to the seating of representatives of Mao Tse- tung's Communist regime based at Peking.
