Rocently, in London, Mr. R. O. Swain, executiva director of the American region of the Inter- national Road Federation, who

comes from Washington, D.C., read to highway engineers and authorities from all over Britain a. Paper on the objectives and place in the community of the "American traffic engineer.

After Mr. Swain had concluded | reading his Paper, questions from British listeners showed that the frustration commonly felt over traffic matters is shared in official_ quarters.

Severni speakers remarked ou the difficulty of interesting local and educational authorities in the scientific study of traffk, although tribute was paid to the work of the Road Research Board, which is specifically engaged in this subject.

Henry J. Kaiser Is gambling some of the most valuable

holdings in his vast industrial empire on his belief that Americans want and will buy a small, low-priced car.

The U.S. Government, through the Reconstruction Financo Corporation, has agreed to ad- vance him $44,400,000 for hin gninblo to crack the low-priced felt.

But before approving the loan, the RFC demanded, and got, a $15,000,000 guarantee from Kaiser, As collateral. he put up almost half of his holdings in the prantable Kaiser Aluminium dc Chemical Corporation, and (e Permanente Cement Company. On top of the pile, Kaiser tosa- ed another blue chip, A first mortgage on his Willow Run plant and all its equipment.

Just what Kaiser's new will look like is a closely guard- ed secret. It probably will be a lightweight sedan, smaller than the Ford, Plymouth and Chey- rolet, but larger than the British Austin or American Crosley.
