Troubles of Japanese ship building
Tokyo, January 1. Japanese shipyards have not signed a single new con- tract for construction of ships for export since the abolition of subsidies and the establishment of the 360 Yen to US$ rate last spring, a SCAP official sald today.

Mr. M. M. Class, chier SCAP'S Industry Division, sald Japanese shipbuilders so far hove not been able to reduce construc- tion costs sufflelently to compote In the world market since the government subsidies were cut from under them,
In The y car preceding the establishment of the singlo <x change rate. when the Hovern- ment was widerwriting shipyard lossex on export sales through a 550 yen to one exchange rate, the Japanese shipbuilding industry won contracts for building about 150,000 tons of cargo ships and tankers.
Since the end of the subsidised exchange rate Class said, "they have only received a French Indo- china colet for right barges and one contract for building a 10-ton boat for the Ryukyus. In effect we have bad DO ship- building under the new rato,"
Loss of dollars
The collapas of these export sales. Mr. Clam said, means Joss of millions of dottare In foreign trade ravenue. "But if the Japanese are going to be allowed to use their ships In hauling exporte and importa they could probably carn more In the long foreign exchange run by building ships for the Japanese merchant marine than by building for export. Of course we would prefer both."
On the presumption that the bana ngainst Japanese shipping in many foreign ports will be lifted In the near future, Class said
SCAP has nuthorised grently
expanded programine of new
construction and conversion of non-standard vessels to meet in. ternational requirements. It will add more their 500,000 tons of "in class” shipping to the Jap anese merebant deet during the
next right months.
In addition, nine cargo vesseln or less than 5,000 tons each wit one tarsker of 10,000 Cons arc
