London, November 28. Trades Union leaders of 55 countries outside the Russian sphere of influence began work today on the creation of a "free" world' inter- national labour confedera- tion.
H. L. Bullock, chairman of the General Council of the British Trade Union Congress, in a wel- coming address to 250 delegatos, sounded keynote with the statement: "Forced labour any- where is a menace to free labour everywhere.
The declaration was applauded by the large American delegation and by representatives of Trade Union bodica Europe, North and South America and Asia.
Mr. Bullock recalled that in the samo hall--the counell room af the London County Counell-the World Federation of Trade Unlous was formed in 1945 with Russian delegates co-operating in what promised to be world- wide organisation of Inbour unions.
The unlon fell under the domination of Communist clo- ments which, it was charged in Western lands, made it a Rus- slan political Instrument.
