New Rate of Exchange for Post-Devaluation Export Contracts

1. Exports to Japan through the Hong Kong Gevern- ment S.C.A.P. two-way account which are shipped under contracts entered into with S.C.A.P. after September 17, 1949, will be paid for at a new rate of exchange which has been Fixed at HK$567 equal to US$100. Government's commission on such payments will continue to be which with the Bank's commisson of 12 makes a deduction of 1% from the payment to be received by the exporter. -

Return Exchange on Fost-Devaluation Contracts

2 Exporters will be allowed to use, for the importa tion of goods from Japan, 40% of the exchange earned by exports actually shipped under post-devaluation contracts. Payment for such imports will be at the exchange rate of HK$576 equal to US$100. Government's commission on such imports will be increased to 45% which with the Bank's commission of make a total of 5% to be added to the amount paid by the importer.

Fulfilment of Pre-Devaluation Export Contracts 3... Government experts exporters who have obtained export contracts prior to the devaluation of sterling to fulfil such contracts at the old rate of exchange namely HK$295 / equal to US$100. Such exporters will continue. to be per mitted to use exchange earned by their exports for the im portation of goods from Japan at the old rate" of "HK$402: equal to US$100. The percentage of return exchange made available to exporters will continue to be 40% except where an increased figure has been agreed by the Director of Sup- plies and Distribution. ...

4. Government's commission on exports shipped under. pre-devaluation contracts will remain at %%% but, the corn- mission on imports will be increased to 44% in the case of all import licences approved after the date of this notice. Transfer of Return Exchange Frohibited

Time Limit for Utilization of Retum Exchange

6. If exporters do not apply for import licences against exchange earned by their exports within sixty days of the date on which payment to them is authorised for those exports, the "return exchange" so earned will be deemed to have lapsed. In cases where the "return" exchange" has been earned prior to the issue of this notice, the time limit will commence from the date of this notice.
