Meadows, October 20. Yugoslavia scored an outstanding victory over the Soviet Union today, defeating Czechoslovakia, the Kremlin-backed can- didate, for election to the United Nations Security Council On the second ballot, in the secret voting in the 59-nation General Ås--

sembly, Yugoslavia was elected with 39 votes to 19. The Soviet-For- eign Minister, Mr. Andrei Vyshinsky, immediately warned the -As- sembly that Russia considered Yugoslavia's election a new violation of the United Nations, Charter, undermining the very basis of co-opera- tion of the United Nations.
