Russia made it increasingly certain today that she is on the verge of creating a separate government in the Soviet Zone of Ger-
many.
The newspaper vest organ of the presidium of the Supreme Council of the USSR, quoted an open call from the "Berliner Zeitung" for a "German government which would secure the interest and rights of the German people". Moscow newspapers do not quote such demands unless they conform to Kremlin policy.
Diplomatic quarters here see nothing new in the Russian moves and said these conform to the established policy of installing totalitarian Com- munist governments wherever possible.
