American aid to China to fight the Communists is expected early in November and a plan for aid is to be drawn up by the Ministry of Foreign Affairs for reference to the State Depart- ment, said the "Ta Kwong Po," widely read local paper, to- day. It added that the State Department is also drawing up some plans for China aid.
