The establishment of Communist government of China has at last been pro- claimed in Peiping, and early recognition by the Soviet bloc is inevitable. This may be delayed until Canton falls, but if the city should by a miracle hold out for some time, the position may be just as tricky for Moscow as for London and Washington.

It will probably be impos- sible to ignore the demands of a government dominating the bulk of China, but it is equal ly out of the question to brush aside the rights of the Na- tionalists, however tenuous their hold may "be on the country. Further, there can- not be two recognised gov ernments, unless an agreed border line were to be drawn between their domains.

There can be no doubt that the odds are in favour of the Communists. The iron cur- tain is about to drop to the very borders of Solith East Asia. It has not yet been fully appreciated, but the Kremlin is taking advantage all over the East of a trend towards the "welfare state," the feel- ing of the downtrodden mil lions that the time has come for them to enjoy some of the benefits of life.
