WEST RECOMMENDS RETURN TO WORK

The threo Western Commandants in Berlin tonight asked the West Barlin railway strikers to re- turn to work on terms offered by the Soviet- controlled Railway Administration.

The recommendations were made after the receipt of a letter from Major-General P. Kvashnin, Soviet transport chief, guaranteeing the terms offered by the Railway Administration.
