The "Big Four" Foreign Ministers decided in a total of thres-and-a quartor hours' discussion today-interrupted for two hours while Mr. Andrei Vyshinsky, of Russia, telephoned. Moscow for new instructions to stay silent and have another secret meeting to-
morrow.
After the first hour of todays' session Mr. Vyshinsky dashed off to the Soviet
Embassy while the Western, Ministers remained inside the Rose Polace. Usually reliable sources said that the three Western Ministers during the adjournmont, discussed counter-proposals from the Russian, Foreign Minister on their now, Berlin proposals submitted of Sunday's secret
