Foreign diplomats today credited Russia's Androi Gromyko with politically outmanoeuvring the United States on the Greek civil war issue. Even United States officials admitted that Moscow caught them completely by surprise with its announcement to the world that Mr. Gromyko and the United States and British represent- atives had been discussing ways and means of solving the Greek problem.
The surprise was the more embarrassing because the United Statas had not told the Grack gov- ernment about the informal talks although it had every intention of doing so.
