INDIAN'S VISIT TO SWITZERLAND

STARTING POINT IN ARAB-JEWISH PALESTINE TALKS

Lausanne, May 12. Arabs, and Israelis today signed a protocol binding both sides to a definite starting point for their peace talks at Lausanne.

A communique issued by the three United Nations Conciliation Commissioners for Palestine de- scribes the protocol as a basis on which to work, constituting the starting point of the Lausanne conversations.

The protocol, which was worked out by the French Chatman of the Conciliation, Cominission, M. Claude de Bolsanger, was signed for Israel by Dr. Walter Eytan, chief of the delegation and head of the furnell. Foreign. Office.

The loudera of the four Artb delegations-Egypt, Transjordan, Syria and Lobanon-signed separately during their Arst Jaint Elene meeting wild the Conciliation Commission, Mr. Krwoshid LAI, Indian Minister of Communications, ar- rived here by air from London to study Switzerland's post and tele. graphs system.

Little Influence

Since the Japanese occupation costs fall wholly on the United States Treasury, it is realised by officials here that Britain is not In a position to insist on con tinued reparation deliveries from Tokyo.

If the United States occupation authorities have onully decided to suspend payments, Britain, who has received payments des- ined for Burma, Malaya and the For Enstem colonies, can do little beyond recepting the posi- tion with the best grace possible.
