The ending of the Berlin blockade is counted in Washington as the victorious end of one battle in the cold war and the beginning of a now campaign. The Secretary of State Mr. Acheson, and his advisers in the State Department are deeply involved in preparations for this new struggle. It is ex- pected to take form at the Paris meeting of the council of Foreign Ministers opening on May 23.
