their inability to compete in the world markets, where Germany must compete in order to sur- vive, the American Military Governor General Lucius D. Clay, said in a cable to the United States Army Department, released here today. The cable, dated April 24, constituted General Clay's defence against criticism of the United States de-cartellisation policy in Germany which was contained in the report of the "Ferguson Mis- sion," which toured Germany a few months ago on the instructions of the Secretary of the Army, Mr. Kenneth Royall.
