CONGRESS URGED TO APPROVE ATLANTIC PACT AND ARMS AID

The U.S. Secretary of State, Mr. Dean Acheson, to- day urged Congross to ratify the Atlantic Pact and described the proposed American military aid programme as the great hope for peace. He said that West Europe's sense of insecurity had come about through Russia's cynical conduct towards the nations of Eastern Europe whose right to self-determination had been extin- guished by force or threats of force.
