According to informed British and American quarters here, Russian approaches to American diplomats in Washington last week suggesting fresh discussions of a Berlin settlement have mot a definite refusal of negotiations on any aspect of the German question until the blockade is lifted.

The Americans told the Russian diplomats that this view is shared by the British and French. They also asked for further details of the Russian suggestions.
