The movement for a local peace agreement in Nanking is gaining ground as prospects of an overall settlement continue to ebb as a result of the hardening Communist attitude and the refusal of third-party Liberals in Shanghai to give active support to the Government's peace effort.
The Acting President, Li Tsung-jen, today despatched two emissaries, Mr. Liu Chung-hua and Mr. Huang Chi-han, to Peiping to make per- sonal contacts with the Communist leaders there, chiefly General Yeh Chien-ying, for expediting the convocation of peace talks.
