BRIBE INQUIRY
THE CHINA MAIL, THURSDAY, NOVEMBER 20, 1940.
PRIVATE SECRETARY SURPRISED AT ACCESSIBILITY OF BELCHER
London, Novembar 23.
James Richard Cross, a 27-year old civil servant, told the Tribunal probing alleged corruption in Government circles today that he had been sur- prised at how easily Sidney Stanley, an alien who is a key figure in the inquiry, had access to the Parliamentary Secretary to the Board of Trade, Mr. John Belcher.
Cross has been Mr. Belcher's private secretary since 1947. He said hardly a day passed when Stanley did not either call personally on Mr. Belcher or telephone him.
Cross said he had often heard telephone talks during which Stanley would invite Mr. Belcher to go to his flat. Sometimes Stanley would say: "I have someone here I want you to meet." Cross said he himself had been to Stanley's luxury West End flat about 10 or 12 times. Asked if he had done anything to try and discourage Stanley's frequent visits to the Board of Trade, witness said he thought an one occasion he must have shown a little resentment on the telephone.
Mr. Belcher had told hiru shortly afterwards "that all he
