Giant Communist pincer-attacks, aimed at dealing a knockout blow to the Nationalist Government, were today reported to be under way Southward across the border from Shantung, with 11 Communist ármies under General Chen Yi on the move. The main objective of the Communist drive is Pengpu, the capital's strong door about 100 miles North West of Nanking, on which two mammoth Communist columns are attempting to converge from the East and West to by-pass Hsuchow, the Nationalist stronghold in North Kiangsu, Government military intelligence placed the East- ern column at four armies, totalling 80,000 men, pushing down from Taierchuang, which General Li Tsung-jon (now Vice-President) made famous with the major dofeat of Japan- ese troops in the Sino-Japanese hostilities in '1938.

The Soviet delegate, Mr. Andrei Vyshinsky, told the General Ap
sombly today that there is no basis for agreement between the East and West on atomic energy control. Mr. Vyshinsky ridiculed the Western Powers' plans for high level consultations with Russia on the creation of an authority for atomic control. The consultations, he said, would produce nothing. Noting that the Big Five and Russia would be asked to cons sult and report the results at the next annual meeting of the Assembly, Mr. Vyshinsky scffedt..
"We would keep on consulting and marking time, and the year later would come to the Assombly, to report the results. What is the outcome? Nothing. Nothing at all. Nothing whatsoever."
