It is not the policy of Whitehall that Government should take over social welfare work from voluntary bodies, according to Mr. W. H. Chinn, Social Wolfare Adviser to the Colonial Office.
Mr. Chinn was addressing a large gathering of the Hong Kong Social Welfare Council in St. John's Hall at a tea party given in his honour yesterday.
