BARRIER TO PROGRESS Ban On
IN EASTERN COLONIES Analysis By Civil Servant
International Control?
New York, May 31.
Relations between colonial powers and those pos- sessions not yet ready for independence must be held under some form of international supervision; according to J. S. Furnivall, veteran of the Burma civil service and student of worldwide colonial relations.
His views are outlined in the book "Colonial Policy and Practice," issued in cooperation with the Institute of Pacific Relations.
Tracing exhaustively the de- velopment of colonialism in Asin, Furnivall has concluded that:
"Under native rule, custom preserved social order in the traples, but insecurely and at the cosi of progress. Clerical

Flying personnel of the Royal Air Force in overseas commands have received or- ders banning the use of oxy- gen masks and limiting flight altitudes to 10,000ft.
The orders, flashed from Lon- don to all formations
