Britain Proposes A Neutral Authority

British Policy Unchanged

Lake Succosi, May 3.

The arrival of frosh troops in Palestine did not im- ply any change of policy by Britain, Mr. Arthur Creech Jones, the Colonial Secretary, told the Political Committee of the United Nations to- day.

Mr. Creech Jones said it was essential to create some form of United Nations authority before Moy 15 to follow as the mandatory power lays down" its duties.

This authority might take the form of some neutral central authority acting for the United Nations as a unifying authority until the communities could re- solve their conflict and decide the future.

The British Government whole- supported the efforts heartedly to obtain a truce, but there were no signs at present that either party in Palestine was prepared to relent in the conflict, he said.

The United Nations authority which took over might be a com- mission though one of its main difficulties would be to achieve

the recognition of its authority in Palestine.

Dr. Philip Jessup, the United States delegate, suggested that all the special General Assembly could do before the end of the
