CONFERENCE ON GERMANY Likely To Complete Partition Process Merging Of The French Zone

Russia Not Able To Fight

Washington, Apr. 20. Republican Representative Dewey Short said today that! Russia neither wants nor is able to fight the United States now and that the draft is not justified.

Short, second ranking Repub. lican on the House Armed Ser- vlees Committee, conceded his view was in the minority and that the draft bill will be okayed promptly by the Committee and later by Congress.

Short said the Administration pictured a world emergency in which the United States would be a world policeman to "divert at. tention from troubles at home," Ragoon Apr. 20.
