Washington, Feb. 28. The Congressional Aviation Policy Board said 'to- day the United States needs 35,000 warplanes and must spend nearly US$10,000,000,000 a year on air strength.

Asserting that the world lives "under a sense of impending tragedy," and that America is "con- tinually" subject to attack, the Board said the task of building up supreme air power must begin now and should reach the levelling-off point by 1953.
