France tonight announced a new franc rate of 214,392 to the dollar. The sterling rate will be 864 franes to the pound as expected. Within a few days a free market in gold and cer- tain hard currencies will be established. At the beginning, it was officially stated today, the only hard currencies to be dealt in will be the United States dollar and the Portuguese escudo. Other currencies may be admitted to the free market as time goes on, it was au- thoritatively stated.
