Russia has restated her contention that the Far Eastern peace settlement should be dealt with in the first instance by the Council of Foreign Ministers on the pattern of the peace treatles in European, but with China replacing France. The receipt of a new Russian note was announced by a Foreign Office spokesman today. It is in reply to Britain's answer, dated Dec. 12, to an earlier Soviet proposal to the United States, Britain and China for a January meeting of the Council of Foreign Ministers in China to begin on the Japanese peace treaty.
