GENERALISSIMO INTERVENES Orders Ruthless Steps In Crisis

Psychological Moment

Nanking, Dec. 4. Chiang Kai-shek, assuming personal command in the battle against China's runaway Inflation, ordered the adoption of "the most ruthless suppression of all business activities that are apt to cause undue price fluctuations." This order, an informed semi-official source said, was given to Minister of Finance O. K. Yui, who called on the Generalissimo late last night to obtain his personal instructions on ways and means of curbing the nation's ever- shortening cycles of price increases.

Chiang was said to have ask- ed two Ministers to seize the "present psychological mo- ment," when prices indicated a downward trend, to vigorously suppress

hoarding,

market manipulations and other irre gular activities,

The Generalissimo gave them explicitly to understand that the Government's war against inflation was second in import ance only to the military cam- paign against the Chinese Reds, and that the Government must coordinate its economic and military measures if it hopes to succeed.

Meanwhile various Govern- ment authorities that share res- ponsibility for combatting the nation's economic chaos are as yet undecided on a permanent formula to their satisfaction.

More Needed

The creation of a Bureau of Financial Control in Shanghai,

that any attempt change the currency is out of the question before n constitu- tional Government, takes shape.;

Official Influence

Observers remarked that the prevention of speculation, hoarding and control of bank loans would cut down a lucra- tive part of the banks' busi- ness. hence it, will be contrary to the interests of strong off- cial influence which is behind every Chinese bank. It is ho

leved that this official in-1 fluence would be the toughest obstacle In the execution of the Government's new measures.

The semi-independent Hain Min Pao and Ta Kung Pao pointed out that even if ape- culation and hoarding are curb- ed the effects will not be per- manent unless production is in- creased and other legal invest: ment outlets found.Associat- ed Press and United Press.

STILL A SECRET

London, Dec. 8.

Sir John Anderson, Chair- man of the British Gov- - crament's Advisory Cam- mittee on Atomic Energy; said here today that while fundamental knowledge about atomic energs Was no longer a secret,, there were* "innumerable details of construction and opera- tion" which havo, never been brought together

paper.

הם

Some of these details - were "quite incapable of be- ing imparted either by writ ten or spoken word or would fill many volumes if brought together on paper." Even If communicated they would "still leave the necessity for vory lengthy processes of preparation and. experi- ment even assuming · ample supplies of necessary terial and of human skill." -Reuter,

was learned authoritatively today that United States officials are studying the possibility of American ald to South Asia on a regional basis.

Nothing definite has yet materialized, but the pos

sibility of such a programme is being explored from all angles in the event that it later ap-. pears necessary and feasible.

Faced with this possibility, American officials believe it wise to prepare a regional plan for all South Asia in the event that it later becomes necessary to go to Congress or other fin ancial sources, for authorisa tion:

Whether such a plan will ever mature depends apparent- ly on requests from South Asian countries and their. ability to show, 'na was requir- ed of the Europeans, whiing ness to assist one another by complementing their respective economies.

Countries which would be in- cluded in such a schemo in the event that it materialized would be Afghanistan, India, Pakistan, Burma and Siam, and possibly Malaya. There would also be the possibility of Indo- China.coming into the South Asia ald ploture, provided the situation there is stabilized. The same applies to the Nether- lands East Indies, 3-
