Relief or exemption is afforded in the case of new buildings and those in which extensive repairs are made. It is hoped that this provision will afford encouragement to the problem of reha- bilitation and development. Under the new Ordinance, where a landlord spends $1,000 or more on additions and im- provements, whereby the rateable value of a tenement has, in the opinion of the Tenancy Tribunal, been increased, an increase by an annual sum equal to 8 per cent on the suni ex- pended is permitted.
