The terms of a second secret protocol said to have been concluded by the Big Three powers at Yalta in February, 1945, were released by M. Molotov at the Moscow conference yesterday. The first secret protocol, which became public a year later, dealt with the conditions on which the Soviet Union should enter the war against Japan.
The secret protocol the text of which was released by M. Molotov yesterday contained the first Great Power agreement on reparation pay- ments to be made by Germany. The authen- ticity of the text was confirmed by a Foreign Office spokesman in London tonight.
