President Truman has abandoned, and would be most reluctant to resume, the system of Big Three personal diplomacy which his predeces- sor President Franklin D. Roosevelt had pro- moted throughout the war.

Roosevelt thought the best way to solve world pro- blems was to get leaders of the major powers around a table together, Truman prefers to use normal "diplomatic channels" or at the best his Secretary of State.
