Washington, Dec. 31. President Truman voluntarily stripped his Gov. ernment of sweeping emergency powers un- der 53 statutes when he formally proclaimed today "the termination of the period of hostili- ties of World War II as from 5 p.m. G.M.T. (1 am. Jan. 1 H.K. Time) today." President Truman stressed that his proclamation does not terminate the national emergency or state of war-and in respect of both these he will make recommendations to Congress shortly.
