The importable quantity of every item will be calculated on the basis of records of past consumption and present re- quirements, and quota figures will be publish- ed only after they have been approved by the highest Government authorities. Different trade associations, however, are free to offer suggestions as to methods of allocations among importers. A board of arbitration is being set up to settle disputes in this connec- tion. Meanwhile, the feeling is growing among trade circles that the quota system-will-fail-to-Burat, Cuban American Sugar and West produce the desired effect,
