Teheran, Dec. 11. The Iranian War Ministry today announced that the two-day "civil war" ended when leaders of Azerbaijan notified the Central Government that they had decided to bow to its decision to send troops to supervise elections in the pro- vince.

General Ahmad Ahmadi, Iranian War Minister, said he received a message from Jaafar Pisch- -vari, leader of the semi-autonomous Azerbai- jan regime, announcing the Azerbaijani deci- sion to capitulate.
