Of The End

New York, Dec. 3.

"The beginning of the end of our economic trou- bles as far as Germany is concerned," was the way Mr. Ernest Bevin, Foreign Secretary, des- cribed the new Anglo-American ・ merger agreement here today. Mr. Bevin, who was addressing a press conference, said: "The agreement is not in any way direct- ed by antagonism towards any other, Govern- ment. It was born from sheer necessity and we still hope it will be possible to bring in the other zones." He explained that the plan ori- ginated in talks held in Paris to decide what should be done to deal with the dilemma that' resulted from the non-fulfilment of the econo- mic clause of the Potsdam agreement. This was the clause laying down that Germany; under oc-

cupation, should he treated as Franco

1. To put an end to the dilemma which had arisen out of rival claims of distressed ex- occupied countries of Germany and the economic necessity of putting order into chaos in Ger many itself,

2. To build industry in Ger- many-ander such control that
