New York, Nov. 21. The Soviet Foreign Minister, M. Molotov, was pre- sent when the Political Committee of the United Nations General Assembly resumed its debate today on Russia's proposal for a census of troops in enemy and non-enemy countries. Dr. Wellington Koo, China, spoke on the Russian resolution. The British For- eign Secretary, Mr. Ernest Bevin, was also present.
