SMUTS REJECTS TRUSTEESHIP South Africa Intends To Annex Mandated Area Support Given By Britain

New York, Nov. 14.

Field-Marshal Jan Smuts, Prime Minister of South Africa, told the United Nations yester- day that he was prepared to take over man- dated South-West Africa by unilateral action if the Assembly refused to approve South Africa's proposal for annexation.

Russia had demanded that all former League of Nations mandates be placed under the propos- ed trusteeship system and specifically charged South Africa with violating the United Na- tions Charter. by not submitting a trusteeship agreement. This was echoed by the Soviet Ukraine.
