FOREIGN MINISTERS GATHER IN PESSIMISTIC ATMOSPHERE

New York, Nov. 4.

The Big Four Foreign Ministers began their third

conference in the Waldorf-Astoria Hotel to day in an atmosphere in which the differences between the. Soviet Union and the Western powers have been sharpened rather than cased by the recent Paris Conference, Today's meeting, intended to begin the final phase in the drafting of the five peace treaties, finds the Big Four placed squarely before a series of problems in which every normal outlet for diplomatic compromise is apparently blocked in advance by the policy statements made in Paris.

London, Nov. 3. For conduct which the prosecution said showed horrifying brutality and cowardice," two R.A.F. men were punished at Aylesbury Assizes.

The pair, George Jenkins, aged 24, and Christopher Cook. aged 18. both aircraftmen, atationed at Halton Camp Bucks, were found not guilty of improperly assaulting Miss Barbara Joyce Hart, a young but nursing ister, R.A.F. guilty of causing her bodily

harm.

Sentencing Jenkins to two years' imprisonment and Cook to 18 months, Mr. Justice Wrot tesley observed:

"It would not be possible to have nurses to R.A.. staticus if young rutinis like you be haved in the disgraceful manifer in which you did. I hope others will learn that they cannot du this sort of thing to young women."

The Paris Conference merely demonstrated the Western and Eastern Ideas for post-war Europe were based on clearly defined and fundamental differ ent policies. The Conference further complicated the chances of compromise by forcing the great powers to state their views With rigidity, which makes any withdrawal from the positions adopted publicly at the Paris Conference extremely difficult

The dilemma, which has now emerged, is that several major questions remain unsolved and

London, Nov. 4.

Attlee,

Mr. Clement Prime Minister, will to- morrow make two im- portant but strictly pri- vate statements on the manpower situation, now generally considered as Britain's most difficult domestic problem.

The first statement in the mothing will be to the last meeting this session of the Labour Party' Parliamentais

comprising all Labour Members of Parliament. In the afternoon› Mr Attee will speak on the same subject to a special meet- ing of the Trades, Union Con- gress, which recently held it annual conference at Brighton.

Mr. Attles is expected to say that the present problem is to increase prediction with rough ly the same labour force as the country now has. It had been hoped that by the end of the year the armed forces-biggest competitor with industry labour would be down to 1, 100,000 men, but with less than two months to go the figure in till considerably above this.- Beuter.
