Though it was stated that there had probably never been an occasion on

which Unofficial Members

were in accord with Government to a greater extent than they are today regarding the financial position of the Colony as a whole, including the major items of expenditure and the means by which equivalent revenue could be found, there was much criticism at yesterday's resumed Budget debate in Legislative Council of Government's proposed Income Tax.

Doubts were expressed whether it would be possible to apply the British Income Tax system with equity in Hong Kong. Alternatives proposed were the imposition of a simplified form of the War Revenue Ordin- ance, a Business Profits Tax on a sliding scale, taxes on luxuries and
