As the fourth five-year plan comes into force and gathers impetus, the Soviet au- thorities are taking a determined step to stop malpractices which developed during the war, and to tighten Labour discipline. Several other important campaigns are going on simultaneously to raise the disciplinary standards and ethical codes and conceptions of the armed forces; to strengthen the Com- munist party; to improve the general public level of knowledge of Marxist and Leninist ideology; and to stamp out post-war waves of hooliganism and crime.
