London, Aug. 21. Yesterday's substantial devaluation in the Chinese dollar caused no surprise to Eastern bankers here, the Times city editor commented. The open market rate of CN$3,600 per US$1 im- plies that the new exchange rate can have no finality as long as there is an increase of un- covered Government expenditure and the internal strife continues.

Cost of living in Shanghai is roughly 4,000 times pre-war while the exchange rate is about 2.000 times prewar.

Price inflation in the interior is much more modest and with adequate transport, the Shang- hai price level could be drasti- cally reduced and China's porta increased.
