Bournemouth, June 14. The Minister of Education, Miss Ellen Wilkinson, proclaimed tonight the government's inten- tion to reform Britain's educational system and "remove those class distinctions which are a handicap to democracy.
"My guiding aims," Britain's only woman minis- ter told the Labour Party annual conference, "are to see that no boy or girl is debarred by lack of means from taking a course. of educa- tion for which he or she is qualified.

General Mark W. Clark, com- mander of the American occupa- tion forces in Austria, reported yesterday to the Joint Chiefs-of- Staff that the Russian authori- lies have
agreed to the establishment of straight air lanes over Soviet-controlled ter- ritory between Vienna, Linz, Budapest and Prague.
The agreement eliminates some flying difficulties which resulted in the buzzing around of American planes by Russian fighter pilots recently, but the Russians still have not granted the freedom of the air as re- quested by American authori- ties, and flights over Soviet ter- ritory still must be made in the narrow, prescribed lanes. Fly- ing, from Vienna to Berlin, it is still necessary to fly via
Frankfurt.

AIR FRANCE IN HONG KONG
Washington, June 14. The Civil Aeronautics Board has authorized Air France to operate between France and the United States, between Mar- tinique and Haiti and between Indo-China and the Philippines. The Board sald Air France plans to start a service between Paris and New York either in June or July, using American- made Douglas airliners.
The Paclilc permit authorized the line to transport persons, property, and mail between the terminal in Indo-China and in- termediate points in. China and Hong Kong, and the Manila terminal-Associated Press.
