Manchester, June 3. The Lancashire cotton industry will have to mo- dernise its mills and adopt double shift work- ing if it is to win back its former prosperity, the British observer attached to the United States Textile Mission to Japan, Mr. F. S. Win- terbottom, told me today.
Supporting the recommendations contained in the recent report of the Cotton Working Party, Winterbottom said: "It is idle to argue about the cost.
