UNDER-CURRENTS OF POLITICS IN SHANGHAI

WHILE SUPERFICIALLY the life of the local Russian community has been pursuing its former placid course, police and other enquiries have brought to light internal political rifts and a recent intensification in Shanghai of the activities of a political body with headquarters in North China.

It is not improbable, according to informed quarters, that Mr. N. A. Ivanow, the second Chair- man of the Russian Emigrants' Committee

vic-

tim of the political under-currents which recently perturbed the Russian community in Shanghai. Meanwhile reports have been rife that efforts have been made to mobilise young "White Russians" in Shanghai in an anti-communist campaign and several cases have been reported of Russians who have escaped from Tsingtao to avoid mobilisation.

Considerable significance has allowed to collect taxes, impose been attached by a number of fines, etc., on all members of the local Russians regarding the pos- Russian community. sible change in the status of the "Russian Emigrants" Committee of which the late Mr. Metzler, who was killed

a year ago, and Mr. Ivanow were-successively the chairmen. The bellef has been gaining ground that vigorous attempts have been made to afliate the local association with a Japanese-sponsored organisation in Tientsin.

The Tientsin body known as the "Anti-Communist Committee" has developed from а purely local organisation started several years ago to a powerful association with ramifications in various outports, including

Chefoo, Tsingtao and other places.

The northern association, it was learned, has made numerous abor- tive attempts to secure a firm foothold in Shanghai, but owing to the complications arising out of the different legal and other local conditions, has made little headway. Russians living in the Settlement and French Concession have been secure in the knowledge that no force or pressure could be exerted to compel them to pay allegiance to any political group.
