KIEV, THERE ARE INDICATIONS THAT MARSHAL BUDENNY WITHDREW A SUB STANTIAL PORTION OF HIS FORCES AND THOSE THREATENED WITH ENCIRCLEMENT ARE STILL FIGHTING DESPERATELY IN THEIR EFFORTS TO ESCAPE.
