THE MIGHT OF Singapore has so completely dominated an assessment of British strength and power in Malaysia that there has been a tendency to overlook the fact that since the war Penang, too, has become a fortress.

During the last war, when the German raider Emden entered Penang waters, after preying on British shipping in the Indian Ocean, she was un- opposed by shore batteries, for Penang possessed no fortifications other than the ancient battlements and cannon of Fort Cornwallis.
