JAPAN'S QUANDARY

The tenth anniversary of the opening of Japan's campaign to alienate Manchuria from China was marked by manifes- toes and bombings yes- terday. During the ten years that have elapsed since that first violation of the nine-power treaty,| Japan has put the world in many painful quandar- ies. None of them has, however, occasioned Washington more em- barrassment, irritation and uneasiness than shipments of war supplies consigned to Vladivostok are now causing Tokyo. One gathers from press and official comment that, while the freighters are actually chugging across the Pacific, the highest Japanese authorities in their huddles are saying angrily in one breath that these cargoes simply can- not be permitted to ar- rive, but admitting sad- ly in the next that they cannot be stopped.
