THE FIRST BATCH OF 250 GERMANS TO BE SURRENDERED TO BRITAIN AND RUSSIA UNDER THE TERMS ANNOUNCED ON WED. NESDAY IS EXPECTED TO LEAVE TEHERAN IN HEAVILY GUARDED TRAINS THIS MORN- ING.
